Ministry of Industry and Information Technology: Suppressing blind expansion of capacity in the phosphate and compound fertilizer industry

On March 25, the Ministry of Industry and Information Technology released the “Admission Conditions for Phosphate Ammonia Production (Draft for Soliciting Opinions)”, requiring all main production areas of phosphate fertilizers to guide the orderly development of the phosphate and compound fertilizer industry in the region and curb blind expansion.

According to the "conditions", within three years, in principle, no new or expanded wet-process phosphoric acid and associated monoammonium phosphate or diammonium phosphate units will be built (except for relocation projects in accordance with regional plans). Relocation of new or reconstructed expansion projects must comply with national industrial policies and related policies and regulations.

In the production process, when the enterprise newly builds wet phosphoric acid and its supporting monoammonium phosphate and diammonium phosphate plants, it must have phosphorus and sulfur resources, encourage the use of smelting by-product sulfuric acid resources, encourage the use of phosphoric acid cascades, and the project construction must be supported at the same time. To build a fluorine recovery unit and a comprehensive utilization project of phosphogypsum, phosphogypsum should be fully utilized.

In addition, existing slag produced by the existing pyrite-based sulphuric acid plant must be fully recycled; existing ammonium phosphate enterprises must be equipped with standardized phosphogypsum storage yards, and enterprises that have not built phosphogypsum storage yards must complete plant construction within three years. And the utilization rate of phosphogypsum must reach 15% of the annual production within three years. Enterprises that fail to meet the above requirements must be shut down.

"Conditions" stipulates that the amount of wastewater discharged from newly-built or expanded ammonium phosphate projects (excluding fluorine processing facilities) shall not exceed 0.2 cubic meters per ton, total phosphorus, fluoride and ammonia nitrogen in wastewater shall not exceed 15 mg/L, and particulate matter in exhaust gas shall not exceed 80mg/Nm3. The existing ammonium phosphate plant has implemented this environmental protection standard since January 1, 2013.
