Pan Yue, deputy director of the State Environmental Protection Administration, explained the "measures." He said that in the current environmental impact assessment system in China, superiors' supervision of environmental protection agencies and environmental protection agencies on EIA institutions mainly depends on administrative measures and lacks social supervision. Although the principle of public participation is stipulated in the EIA Law, the scope is not clear, the route is not clear, the procedure is not specific, and the method is uncertain. It is difficult for the public to actually operate. In the EIA process, only public opinions are required to be collected in the process of preparing the EIA report. There is no provision for the government to adopt more hearings and other methods to promote positive interaction between the government and the public in the process of approval and decision making. It is due to the lack of public participation in project decision-making, resulting in continuous environmental disputes after the completion of some projects, and even trigger environmental group events. The Measures clarify the requirements of the three stages of information disclosure: In the beginning stage of environmental assessment, the construction unit shall announce the project name and summary information; at the stage of EIA, the construction unit shall announce the scope, extent and major preventive measures that may cause environmental impact. Contents, etc.; At the EIA stage, the environmental protection department shall announce the summary information and approval results of the accepted EIA documents. In addition, in order to ensure the effectiveness of public participation, the “Measures” clearly require that the construction unit should attach explanations for the adoption or non-adoption of public opinions in the EIA report submitted for review.
