Responsible for the change of service mode by the EU REACH Regulation Petrochemical Association
In response to the EU's REACH regulations, which came into effect on June 1, 2007, and with the upcoming pre-registration phase beginning this year, the China Petroleum and Chemical Industry Association (CPCIA) has taken proactive steps to support Chinese enterprises. The association recently established a dedicated working group to address the regulatory challenges and ensure that China-EU chemical trade remains uninterrupted. With the approval of the Ministry of Commerce, it also set up the Oil and Chemical Industry Technical Service Center for REACH Regulation Response, aiming to provide comprehensive support to companies in navigating the registration process.
The CPCIA has shifted its approach from initial research and awareness-building to offering full-service guidance for chemical registration. This includes analyzing export data, identifying partnerships for registration, organizing pre-registration meetings, and strengthening internal coordination through the working group. Additionally, the association is preparing for the pre-registration process starting June 1, encouraging companies to get ready in advance.
To voice concerns and promote a fairer regulatory framework, the CPCIA actively participates in China’s inter-ministerial joint meeting on REACH. Earlier, former president Tan Zhuzhou reached out to EU officials, highlighting several key issues: the regulation’s unilateral nature, lack of consideration for developing countries, and the need for revisions to ensure fairness and transparency. He proposed the establishment of a global REACH organization and called for technical assistance to developing nations, including mutual recognition of testing data and reduced registration fees.
The association also engaged with Japanese and Korean counterparts through existing dialogue mechanisms, representing Asian interests in discussions with the EU. In addition, it has conducted surveys among major export companies in Jiangsu, Zhejiang, and Shandong to assess their readiness and needs.
To further enhance awareness, the CPCIA organized training sessions, workshops, and international conferences. It provided free access to the Chinese version of the “Green Paper†(a detailed guide on REACH), raising over 60,000 yuan to distribute approximately 700,000 words of content to industry associations and enterprises. These efforts aim to improve corporate understanding of REACH, clarify its implications, and help businesses overcome challenges effectively.
Through these coordinated actions, the CPCIA continues to play a vital role in supporting the Chinese chemical industry in adapting to REACH while advocating for a more balanced and inclusive regulatory environment.
