On October 12, 2010, the Hefei mini vehicle base of the China Changan Automobile Group began construction at the Nangang Science and Technology Park in Hefei High-tech Zone. Deputy General Manager and member of the Party Group of China Ordnance Equipment Corporation, Xu Liuping, Vice Chairman and President of the China Changan Automobile Group, Secretary of the Party Committee, Sun Jinlong, Member of the Standing Committee of the Anhui Provincial Party Committee, Secretary of the Hefei Municipal Party Committee, Huang Haiyu, Vice Governor of Anhui Province, Anhui Province and Hefei City The leaders of China Chang'an Automobile Group, Changhe Automobile, and Hefei High-tech Zone jointly laid the foundation stone for the project. 
The total investment of China Changan Automobile Group Hefei Base is about RMB 3 billion, and the project site is about 1500 acres. It will build four major production capacities of stamping, welding, painting, and assembly. The construction area is about 500,000 square meters, and the design program is Year. The production of nearly 400,000 vehicles, the project construction cycle of about 48 months, is expected to be completed and put into operation in January 2015. The construction period of the first phase is 15 months. A new production line with an annual output of 150,000 vehicles is to be built, mainly including stamping, welding, painting, assembly and commissioning workshops, joint power plants, and auxiliary facilities. The new construction area is about 240,000. , plans to put into operation in December 2011; the second phase plans to start in 2013, completed and put into use in 2015. The second-phase design production program is 1500-250 thousand units/year, and the introduction of Changan brand light passenger cars and light commercial vehicles will be realized. 
On June 28, 2010, China Changan Automobile Group and Hefei Municipal Government signed a strategic cooperation agreement to build Hefei Changhe Co., Ltd. into Chang'an's new industrial growth point and an important independent brand production base. The foundation of this Hefei base is the active promotion of relevant cooperation and reflects the mutual trust between the two parties.
The new Hefei base is one of the five micro-vehicle production bases in the strategic plan of Changan Automobile and is an important independent brand manufacturing base in Chang'an. After the completion of the first phase of the project, it will continue to retain the production of Changhe Ferrada series of micro-vehicles, and at the same time, it will produce China Chang'an autonomously developed superior models.
After all the projects are completed, they will realize an annual sales income of 11 billion yuan and a tax payment of 660 million yuan. Each year, they will bring local industrial output value of 330-48 billion yuan and provide 77,000 jobs. They will become Changan Automobile's optimized strategic layout and seize the central market. The new strategic growth point for the development of multi-branded self-owned brands has made new and greater contributions to Chang'an's efforts to build a world-class automotive company and Hefei to build a “national manufacturing baseâ€.
