Largest sludge treatment project bidding controversy

<

It has been less than a week since the official bid opening on August 11, 2015. In order to compete for the largest possible sludge treatment tender project in China so far, many sludge processing companies in China have gathered in Guangzhou.

As the earliest construction sludge disposal plant in China, it is also the first city to propose that the sludge disposal target must reach a water content of 40%. The bidding for the sludge project in Guangzhou is of great significance in the industry.

The cake is huge and public information shows that the total bid is about 850 million yuan. According to the plan passed by the Guangzhou Municipal Executive Meeting, the 48 sewage treatment plants in the city have to implement the sludge drying and reduction facilities in the past two years. The 19 sewage treatment plants newly built and expanded are no exceptions.

"The scale of the project in the future will be even greater," said a person in the sludge treatment industry in Guangzhou. This time, anyone who can get ahead of schedule will undoubtedly benefit from the development of this market in Guangzhou.

This is a late feast. Sludge is the product of urban sewage treatment and contains toxic and harmful substances such as pathogens and heavy metals. If it is not treated in time, it is almost equivalent to white sewage treatment. The cruel reality is that at the recent Sludge Summit 2015, Cao Yanjin, Director of the Water Division of the Urban Construction Division of the Ministry of Housing and Urban-Rural Development, said that currently, the rate of innocent sludge disposal in sewage treatment plants across China is about 56%. Previously, some experts even told the media that at least 80% of China's sludge was not effectively treated and discharged directly into the environment.

Guangzhou is at the forefront of the country and is also the first to feel the troubles. The sludge contractor has not yet decided who the winner is. However, many sludge processing companies that competed have complained that the project is suspected of “radish tendering”. Some industry experts, business executives and officials have either explicitly or implicitly objected to this tender.

"Severe violations of the bid invitation and bidding shall follow the principles of openness, fairness, impartiality, and good faith." A report from a tender registration company has a heavy credit. The whistle-blowers also pointed out that Guangzhou Youteli Environmental Protection Technology Co., Ltd. (hereinafter referred to as "Utrich"), which is considered to be "cared for", received patents from the officials of the Guangzhou Water Affairs Bureau who acted as tender referees. .

"When both the athlete and the referee, we lost." Deng Sui, general manager of Guangzhou Tailimen Environmental Protection Technology Co., Ltd complained. The veteran has reported the bid in real time.

"Radish tenders" are still the same.

In the opinion of a Shanghai-based environmental protection company that requires anonymity, the various settings of the bidding documents are "a typical radish tender."

The bidding documents require that: “Other successful bidders who have no performance in Guangzhou or have not monitored through 90 calendar days (including holidays and work days) need to build a sewage treatment plant with a capacity of more than 100,000 tons to treat 60 tons of water with a moisture content of 80%. Only after the mud drying construction test is confirmed and verified, is it possible to carry out comprehensive construction and commissioning.” Enterprises that already have projects in Guangzhou may not be subject to this restriction.

“Guangzhou now only has the Utrich family to be the pilot for this route, and it must be confusing.” said the company’s executives.

In 2013, the project of the sludge reduction technology reform pilot project at Guangzhou Shijing Sewage Treatment Plant was tendered, and Utrich was the successful bidder. This pilot is seen as a "pathfinder" to solve the sludge handling problem in Guangzhou.

The above-mentioned corporate executives believe that the project location for evaluating performance capabilities cannot be limited to Guangzhou. Generally speaking, as long as it meets the basic requirements for tendering after similar water quality in cities and towns in Guangzhou and deep dehydration and drying, it should be counted as a qualified performance.

The senior executive said that this practice is suspected of violating articles 6, 18, and 32 of the Bidding Law. The bidding documents “must not illegally restrict or exclude the region or the system” and “cannot be restricted by unreasonable conditions. Or excluding potential bidders, they must not discriminate against potential bidders, "and must not require or mark specific production suppliers and have a tendency to exclude potential bidders."

In terms of performance and performance inspections, it is required that the production scale be up to 6tDS/d (units of the total amount of solids per day, and the treated sludge moisture content is 30% to 40%), and the cumulative treatment volume of urban domestic sewage with 540tDS or above. "Examples of treatment plant sludge reduction" have also been questioned. An industry skeptic believes that, according to common sense, the scale of performance is generally an integer such as 5, 10, etc. This clause has the mark of “tailor-made” for the specific performance of a specific company. There are similar settings on other details of the scoring criteria.

Even if the local enterprises in Guangzhou are sceptical, “We also find it strange to see the tender documents.” The general manager of a sludge treatment company in Guangzhou told the media that the Guangdong Provincial Department of Environmental Protection had previously strictly controlled sludge treatment companies in Guangdong. The admission system for waste operation licenses, which hold strictly controlled waste operation licenses in the bidding for sludge projects in Shenzhen and Zhongshan, has always been included in the entry requirements for tendering. However, among 23 licensed companies in Guangzhou, there is no Utley.

Many CEOs of the company told the media that although Uteley was not known before, the background is more complicated. The most questioned this time was the relationship between an official of the Guangzhou Water Affairs Bureau and his company.

Deng Sui told the media that they found out that the patent owned by the official was related to Guangzhou Pude Environmental Protection Equipment Co., Ltd. One of the patents of the “Integrated Sewage Sludge Concentrate, Dewatering, Aerobic Air Drying Method” patent as the second inventor is the technology that Utrecht purchased in the Ishii Pilot Project.

“The relationship between Guangzhou Youteli and Pude Company and Xinzhiyu (referring to Guangzhou Xinzhiyu Environmental Protection Technology Machinery Co., Ltd.) is not satisfactory.” Some report companies pointed out that Chen Ke, the original legal representative of Pratt & Whitney, which has been closed for liquidation It is the Utrich shareholders. The Pratt & Company has also been associated with Guangzhou Chedde Engineering Co., Ltd., which implemented the first sludge disposal project in Guangzhou. The main inventors of its company's patents are also the main inventors of Guangzhou Pude.

Because this WAA official is also a member of the working group for the assessment of this project, “Is it a referee and an athlete, will it affect objectiveness and fairness?” Deng Sui said that he had phoned the Guangzhou Water Authority leadership a month ago. This matter. The officials concerned stated that he only signed his name. “He only enjoys honor and no interest. In order to avoid controversy, he is preparing to apply to the party committee and not to take control of the job.”

Utley confirmed this to the media. The company’s patent-purchase target was Pratt & Company, which had only the right to sign the patent.

In response to the accusations of the above companies, the media repeatedly called and text message left this official of the Water Affairs Bureau, failed to get a positive response, "I am not convenient now." He returned an SMS. The Guangzhou Municipal Water Affairs Bureau did not respond to the tender issue in its latest media report on the Utley Ishii pilot being reported.

Utrich company denied this. “Our project (referring to the Ishii Pilot Project) has so far been funded more than 50 million. At that time, the government's requirements were also very demanding. We also took great risks.” You Teli executive Liang Yi said that after the first acceptance, The government treats them equally. "If it fails to pass the inspection, the loss of these investments will eventually be borne by the company itself."

The only technical route

Over the years, due to odor nuisances, pilferage, and other issues, the siege of sludge has long been a problem that has plagued Guangzhou. The Guangzhou municipal government has continuously invested in and tried to solve it.

As early as 2004, Guangzhou had built China's first specialized sludge disposal center. This Guangzhou Chedde sludge treatment plant, which was built and put into operation in 2004, was the only one in Guangzhou at the time and was granted a franchise to undertake sludge treatment in a sewage treatment plant in Guangzhou.

At present, anaerobic digestion, aerobic fermentation, heat treatment, high-drying dehydration and the use of building materials are the four mainstream technical lines that are relatively recognized in the industry.

At that time, the “Sludge Detoxification Technology” adopted by the Ched Sewage Sludge Treatment Plant was closer to the aerobic fermentation route, adding chemicals, paving and drying, and finally took bricks. However, the density of sludge bricks is not enough, the use is limited, and the odor nuisances the residents. From the date of the construction of the project, residents and NPC deputies have been complained from time to time, and were eventually shut down in 2009.

The failure of the chrome German project has been blamed so far. At present, the sludge from the sewage treatment plant in Guangzhou is about 2,700 tons per day. Due to the high moisture content (about 80%), stickiness and odor tend to occur, and transportation and disposal have become difficult problems.

Due to the lack of large-scale sludge disposal sites in Guangzhou, these sludges have to be transported to distant regions for transportation.

“Currently, only the Vietnam-Vietnam Cement Plant is partially processed in Guangzhou, accounting for about 15% of the sludge produced in Guangzhou.” The Guangzhou Water Authority official said in an interview earlier.

“After 2009, Guangzhou has no bids and bids. All projects are contracted for in the name of emergency response.” A person in Guangzhou said, “The Ishii trial project awarded by Utrecht was considered to be the first sludge to be publicly tendered. project."

However, companies that accept emergency tasks and adopt aerobic fermentation technology are not reassured. “Almost every year, companies are exposed by the media. Their operators dump sludge directly into rivers and embankments.”

“Whether it is the Water Affairs Bureau or the city, the aerobic technology that will create odor problems has not been very cold,” said one business owner of the sludge treatment industry in Guangzhou. The aerobic technology equipment is relatively simple and needs to occupy a large number of plots. In Guangzhou, where there are a lot of people, the government also lacks interest. Therefore, other technical solutions have entered the government's line of sight.

According to the aforementioned plan of the Guangzhou Municipal Government, all future projects will adopt a unified technical route: deep dehydration, heat drying, and dewatering through mechanical pressure and hot drying. The construction sites are located in various sewage treatment plants and use electricity as the sole source of energy. This is also the technical process of the Ishii pilot project.

In fact, Guangzhou did not adopt such a single line at the beginning.

The Guangzhou Water Authority said in a statement that in order to fundamentally solve the problem, on the basis of extensive research on sludge treatment technologies, the Bureau put forward a proposal to reduce sludge in the sewage treatment plant in the plant, based on actual conditions. The quantity was then transported to cement plants, power plants, and waste incineration plants for incineration to reduce, detoxify, and recycle the resources. It was submitted to the municipal government meeting in March 2013 for approval.

According to the municipal government's summary of work on March 9, 2013, the "Technical Routes for Sludge Treatment and Disposal of Urban Wastewater Treatment Plants in Guangzhou City" submitted by the Water Affairs Bureau was considered. The decision of the municipal government is to build pilots of three different process routes. After comparison, determine the treatment of other plants.

Surprisingly, the three pilots eventually became only one Ishii project. The technical route identified in the “Sludge Reduction and Scalability Reduction Plan for Sewage Treatment Plants in Downtown Area of Guangzhou City” on December 20th, 2014 can only be based on the trial of Ishii.

For a single route, as early as July 2014, at the inaugural meeting of the Guangdong Sludge Industry Association, some experts expressed opposition. “Guangzhou’s rain and sewage separation facilities are leading in the country, and the conditions for reusing sludge from Guangzhou are better, and there have been some people claiming recycling.” At the time, people familiar with the event told the media that “if you add lime and other substances, The resources (such as compost, etc.) are destroyed, leaving only the heat source available, but the heat value of the southern sludge has always been low."

However, with such a large amount of heat drying, electricity can only be used as energy source, and the cost and energy consumption will undoubtedly be high. In response to questions from the outside world, Utrich provided the media with a series of data to prove the feasibility of its own technical route. According to previous reports by the media, the Ishii pilot project dried sludge to a moisture content of 30% to 40% at a cost of 268 yuan/ton. According to the original 80% moisture content plus transportation and processing costs, it was approximately 340 yuan/ton. . The sludge drying equipment of the Shijing Wastewater Treatment Plant has invested more than 38 million yuan, which is more than 18 million yuan more than the normal sludge treatment equipment. However, the reduction in operating costs can recover equipment costs within a few years.

However, the skeptics did not believe in the data. They believed that the operation of Utley’s Ishii project had not been accepted so far and Utrich’s claim was not authoritative for third-party certification.

According to the above-mentioned manuscript, the Ishii pilot project has been initially accepted, but it still needs to enter a 90-day continuous production trial period. At the same time, the Guangzhou Municipal Water Affairs Bureau believes that the pilot project of sludge drying and reduction at the Ishii Project has been successful and will be promoted throughout the city.

Behind the technology is the interest

The questioning of the Ishii pilot project is not surprising. The fact is that the sludge technology route has been arguing over and over. "Every time we meet, they will quarrel, and the public will be rational, and the woman will be reasonable. Finally, no one can tell clearly." An industry expert who asked to be anonymous told the media, "This is a common problem in the sludge industry. Technology is used, but there is no innovation."

Controversy is more related to the complex pattern of interests. In the industry, most of the experts have long-term interaction and cooperation with the industry. "The shadow of industry experts is standing behind every company. Which experts are good at advocating which is better."

“The problem now is that the government will inevitably be in a hurry to invest in medicine,” said the neutral scholar. “A lot of the city’s interests are not balanced, and officials do not understand it. They are scattered everywhere (various technological paths).” But the effect is counterproductive. Take Bangkok, Thailand as an example. The sludge disposal in this city has adopted technologies from many countries, and it has finally become incomprehensible.

“What is the best technology route in Guangzhou? It is a complex research topic. Several technologies do, how much is large-scale? For the government, this is a difficult problem.” Or, therefore, the anonymous expert expressed his opinions on the practice of Guangzhou. To a certain degree of understanding, “The suspicion of evading the interest, the logic of government officials may be this: the more divergent the matter, the more it has to be handed over to companies that they are familiar with to be more confident. Moreover, this technical route is familiar to the officials themselves. Participate in research and development."

However, some scholars have expressed different opinions. There are many proposals. The government departments can refer to the "three-three-three principles" summarized by some scholars: "One is in three different cities, or three different owners. They have done more than three projects and have enough proof of performance; The second is stable operation for more than three years. If it is not enough, it cannot prove to be mature technology. Third, there are three supporting facilities, processes and equipment must be matched, projects must be matched with each other, and there must be supporting facilities for the production of pollutants.” The independent expert said.

The Ishii pilot project was put into production from October 8, 2014, and it was only 10 months at full budget. "With such a project that can be called a pilot project, which is small in scale and lacks third-party certification, it is risky to act in the mainstream of the entire city." One scholar with no interest in the tender commented.

Equipment stability is due to environmental considerations. Take the case of Guangzhou Yuebao Cement Sludge Disposal Project as an example. "Since the equipment is not stable enough, once a major overhaul is done, their sludge will be handed over to us. Our task is particularly arduous." A sludge disposal company in Guangzhou The general manager told the media.

"Sludge treatment and disposal should be diversified approaches." A senior official of the Guangdong Sludge Industry Association said that such a large city in Guangzhou should be more diverse. "Using a single route, everyone is more worried about accidents. risks of."
