Zhang Lijun said that the environmental protection department has set up a "firewall" and focused on controlling the "two high and one resource" project. The examination and approval of these projects basically follow the principle of “four non-approvals and three stricts”, that is, the projects that are ordered to be phased out or stopped by the state and that do not conform to the state’s industrial policies will not be approved; serious environmental pollution, poor product quality, Projects with high energy consumption, high material consumption, high water consumption, and pollutants that do not meet the standard emission standards will not be approved; projects that do not meet the requirements of environmental functional areas and do not have total pollutant discharge indicators will not be approved; Projects in the core area and buffer area will not be approved.

The “three stricts” are: strictly limit the examination and approval of projects involving drinking water source protection areas, nature reserves, scenic spots, important ecological function areas and other environmentally sensitive areas; strictly control projects with high energy consumption, high pollution, and high resource consumption. To eliminate production projects that have already been phased out and restore production in the name of technological transformation, investment promotion, etc.; in strict accordance with the requirements for total discharge control of pollutants, the total discharge of pollutants is taken as a prerequisite for the development of regions, industries, and enterprises.
