Shandong shuts down more than 800 "high-risk" enterprises and carries out unified and centralized rectification

In early July this year, Shandong Province launched a comprehensive safety rectification campaign targeting hazardous chemical production and operation units. From July 9 to September 30, the provincial government implemented strict measures, including production halts, forced closures, and other corrective actions, focusing on five categories of high-risk chemical enterprises and two types of chemical manufacturers. The initiative was first reported by the local newspaper on July 21. Since the start of the campaign, the Shandong Provincial Safety Committee has collaborated with agencies such as quality inspection, public security, and environmental protection departments to investigate and penalize companies that failed to meet safety standards. By September 28, a total of 8,580 hazardous chemical companies had been inspected. A total of 19,587 safety issues were identified, and 663 companies that did not meet safety requirements were ordered to suspend operations or shut down. Additionally, 839 illegal production and management entities were also targeted. During the month of July, inspection teams visited Shandong Lujin Chemical Plant in Binzhou City and Shandong Haipeng Chemical Co., Ltd., issuing deadlines for remediation. Several companies, such as Shandong Huitong Chemical Paint Co., Ltd., were suspended from operations due to lacking the proper "Dangerous Chemicals Business Permit" and operating without authorization. In Zibo City, over 230 chemical companies were temporarily halted due to failure to obtain a safety production license. Local authorities required all non-compliant enterprises to close by September 30. Companies found engaging in illegal activities during the period faced stricter legal penalties. Rongcheng City integrated the safety production license system with the rectification efforts, identifying and addressing 50 different safety hazards. Meanwhile, the province focused on improving the safety of hazardous chemical transportation. It conducted vehicle inspections, removed unlicensed vehicles, addressed identified risks, introduced vehicle registration systems, and established records for transport vehicles. The installation of GPS tracking systems was actively promoted to enhance monitoring. To further strengthen oversight, the Provincial Safety Supervision Bureau issued guidelines regulating the handling, loading, and unloading of hazardous chemicals. With the arrival of the agricultural season, fertilizer demand typically increases. However, compound fertilizer producers across the country have not seen a significant market upturn, as most companies experienced weak sales. Some even saw their product prices decline steadily.
