Shandong shuts down more than 800 "high-risk" enterprises and carries out unified and centralized rectification
In early July this year, Shandong Province initiated a comprehensive safety rectification campaign targeting hazardous chemical production and operation units. From July 9 to September 30, the province implemented strict measures such as production halts for rectification and forced closures, focusing on five categories of high-risk chemical enterprises and two types of hazardous chemical manufacturers. The initiative was first reported by the newspaper on July 21.
Since the start of the centralized rectification, the Shandong Provincial Safety Committee has conducted joint operations with agencies including quality inspection, public security, and environmental protection to investigate and penalize companies that failed to meet safety standards. By September 28, a total of 8,580 hazardous chemical companies had been inspected during the campaign. A total of 19,587 safety incidents and potential hazards were identified, and 663 companies that did not meet safety requirements were ordered to suspend operations or close down. Additionally, 839 illegal production and management units were also targeted.
During the inspections in July, the team visited Shandong Lujin Chemical Plant in Binzhou City and Shandong Haipeng Chemical Co., Ltd., issuing deadlines for corrective actions. Several companies, such as Shandong Huitong Chemical Paint Co., Ltd., were suspended for lacking a "Dangerous Chemicals Business Permit" and operating without proper authorization.
In Zibo City, over 230 chemical companies were temporarily shut down due to failing to obtain a safety production license. Local authorities required all non-compliant companies to be closed by September 30, and any illegal producers found operating during the period faced stricter legal penalties.
Rongcheng City integrated its safety production licensing system with the rectification efforts, identifying and addressing 50 different safety hazards across various sectors.
To address risks associated with hazardous chemical transportation, the province took action by clearing and seizing unlicensed vehicles, rectifying identified vehicle-related issues, implementing a registration system, and establishing records for transport vehicles. The installation of GPS tracking systems was also actively promoted. To further strengthen oversight of delivery and handling processes, the Provincial Safety Supervision Bureau issued guidelines to regulate these activities during the rectification period.
